Best AI Voice Generators for Phone Greetings & Voicemail

Cartesia Pro ($5/mo) is the cheapest plan with a published commercial license for a business phone greeting. A greeting is short, has to be cleared for commercial use, and must play on your phone system. Below is each tool's published price, free-tier limits, commercial rights and phone formats, read on 2026-10-28.

How we check prices (methodology)

Need calls answered, not just a voice? Get matched →

How do these voices compare on price and phone features?

Tools whose published plan includes a commercial license come first, by lowest published price; then the rest, by price. Affiliate status never changes the order. Not published means the vendor does not publish it, or we have not yet read it with a date.

Ordered by: commercial license published first, then lowest published price.

Telephony formats: 8 kHz is narrowband phone audio; μ-law (G.711) is the encoding most US phone lines use. A voice needs one of these to play on a phone line without resampling.

What do people ask most?

These are the questions we get most, answered from published vendor data.

Can I use a free plan for business voicemail?

No. Commercial rights start on a paid plan for every tool on this page: Cartesia, ElevenLabs, Fish Audio, Listnr and WellSaid. Fish Audio's FAQ says Free plan users can only use generated content for personal, non-commercial projects.

What format do phone systems need?

Many use 8 kHz μ-law WAV. ElevenLabs and Murf list μ-law output in their API docs. We have not confirmed 8 kHz output for any vendor yet.
